I wanted to opt for the IES exam after my B-Tech in 2 years. I was wondering when it would be the best time for starting preparation,now or after 1 year. And more importantly, I was looking for a good coaching institute in Kolkata. If anyone could please give some information regarding these.

Last sem of BTech or Just after completing your BTech will be right time. It should take 3 months to six months for average preperation. You can do self study. There are not many good colleges / classes conducting IES preperation classes.
