Dear Student,
Both the universities are about decent to pursue the correspondence course of MCA. Manipal's one is more popular in India but from the value point of view and curriculum structure Mumbai is a better option.
And do remember that when you are doing your PG degree i.e. MCA from correspondence mode, the job will depend solely on your skill as the institution rarely / doesn't helps much in getting the good job.

From my point of view, Indira Gandhi National Open University (IGNOU) is the best one. Degree Provided by IGNOU is considered equal to those of the regular college. As per your academics and TOEFL score you are eligible for MS in Risk management and Financial Engineering , this program is best suited for the graduates like you those who have 4 years of degree program so that you can make career in risk management and other finance professions. However you have not mentioned the score of TOEFL whether its TOEFL IBT or CBT if its IBT then you are eligible as a minimum score of 100 overall, including a minimum of 24 in the written section and a minimum of 22 in the speaking section.
