As far as my knowledge goes to get into M.Phil/PhD you need to have a Masters degree & the program you are doing is a Post Graduate Diploma program which is not equivalent to a Masters level program. So, according to me you are not eligible.

If you want to pursue Master in Civil Engineering in the US, it is highly recommended that you retake the GRE as a score of 960 is really going to make you land up in a not so well reputed university. You should target a score of atleast 1200 if you want to make it through some good universities and want to make a good career ahead. Since you have not given the TOEFL IBT, i would recommend you to study hard for that test as well and target a minimum score of 100+.
There is no set converter to convert CGPA into GPA. Every university has its own unique CGPA to GPA converter. Also, almost all universities recommend you to give them your

I would say, as every individual is different the opinion on this can vary from person to person. While choosing the field the thing which should be of utmost importance is your own choice & career aspiration as ultimately it is you who's career is going to be effected by the decision taken at this point of time, so don't listen to anybody but to your mind & choose the field which you feel passionate about. In any case to get a good career progression you have to do a Masters degree after graduation & as far as MBA is concerened you can do it even after B.Com. Moreover, B. Com open other venues as well for you like M.Com, MFA etc.
