No, you are not eligible as SCDL is an autonomous institute and its degree is not recongized by UGC
Minimum eligibility for bank PO is 60% in graduation and PGDHRM is not a graduation degree
You can go for 1 year additional degree offered for graduated by Tilak Maharashtra Vidyapeeth (BJMC) or 1 years B.Sc. (IT) from Alagappa University or additional dual degree from Annamalai University
