In Germany these are the universities which offers biotechnology programs however you may not find the exact specialization but you can check the university website and go through the subjects whichever is best suited as per your desired course then you may apply into that university.

2.Universitt Freiburg
3.Universitt Wrzburg,
4.FH Darmstadt,
5.The University of Bonn

You can go for MS in Embedded System , MS in IT, MS in Computer Science these are the universities which are offering these programs :- Technical University Braunschweig , University of Applied Sciences Regensburg , University of Stuttgart,Munich University of Technology , University of Berlin,RWTH Aachen University etc. I don't know about your qualification however you have to be a graduate in the relevant field inorder to get the admission also most of the universities ask for the GRE score and TOEFL score so its advisable to give these exams before applying to the university.

In Germany most of the universities offers MS in Computer science , MS in IT however MSc in Networking Technology is hardly available in germany moreover most of hte programs are taught in german language so knowledge of german language is must , These are the universities where you can try for masters in computer science :-RWTH Aachen University , Chemnitz University of Technology , Freiberg University of Mining and Technology , University of Giessen , Hamburg University of Applied Sciences , University of Konstanz , Munich University of Technology , University of Berlin.
