A B.A. Candidate does not have 50% marks. If he does M.A. And then does B.Ed will he be eligible for writing primary, upper primary exam?

Because in CTET notification it is given as 50% in graduation plus B.Ed. But nowhere mentioned MA+ B.Ed are eligible or not?

If you score more than 50% in post graduation then you will be eligible for pursing B.Ed and related exams.
