    In India, "local" and "non-local" are normally decided based on the state where a candidate has lived for a specific period or the place where the candidate completed his or her education. You have done your 10th-grade in Telangana; therefore, you may be considered a local candidate in Telangana, even if your Aadhaar address is in Andhra Pradesh.
