About my future in U.P.S.C (I.A.S) exam

Sir, i am 3rd year b.tech student (information technology) my aim is I.A.S. but i am handicapped candidate(H.H.) can i appear for the post of I.A.S in U.P.S.C & which optional subject we want to choose for main exam ?
