After 10th I passed Diploma in Electronics in 2010 and i was not done 12th, So can i give upsc exam? & now I am a student of BE final year.

Definitely you can sit for UPSC exams as any graduate from a recognised university can appear UPSC exam. As you are in final year of BE as an Engineering graduate you can also appear IES exam conducted by UPSC. For further details visit UPSC site and read any advertisement's eligibility criteria.
