Minimum education qualification to become IAS is graduation. Therefore, you will have to complete graduation degree in any subject before appearing for civil services examination conducted by UPSC for selection as IAS.

You can do any degree of your choice. Hotel Mgt is not a subject in exam so may not help you. suggest do BCom.
