Hello Ashish,
Masters in any thing has much more scope and it increases your knowledge in that particular field as well. But, it matters only if you really have interest in doing MBA after completing engineering. By doing MBA from top colleges, you can directly become assistant manager. So, you'll be having great opportunities after completing your MBA after civil engineering. Here are some options of stream in MBA you can choose from -
Construction Management
Infrastructure Management
Project Management. -
Yes, you should do MBA after Bachelors of Engineering in civil, because it will not only give you an extra scope, but also give you a plan b what if you cannot get a good job in civil engineering, so at least you have a MBA degree with you which can not only give you a good job, but also great package.

This would depend on your interest areas and career aspirations. In case you intend to pursue a career in Technical / research / academics area then M.Tech is better. However, if you want to move into general management the MBA is better. If you have family responsibilities then you could pick up a job & after 3 years of work experience explore a distance MBA or an executive MBA programme to enhance your career.
