Yes. You may also be eligible for lateral entry too. Check with the college you are seeking admission in. They will tell you more about it.

Yes, you can join through lateral entry from Diploma. NMIT is the best college for aeronautical engineering even I'm pursuing my engineering there. So, hope for the best.
