After failing 6 times in the IAS exam, he or she is unable to appear the IAS exam, but he/she may appear next 6 attempts in IPS or not?

No, one applies for UPSC civil services exam which itself includes both IAS and IPS. So failing 6 times in IAS exam means you have ended your attempts.
