After my diploma in civil engineering, i want to do B.tech + M.tech integrated ! can only one tell me which college/unv. is best for me!

As im from civil background! (i want to know about low fee but best college from B.tech / M.tech or both integrated in civil branch, i have little financial problem! but i want to study up to m.tech please help me guide me! )
