After submitting my certificates to the college, can I get those back if I want to join in another course?

Yes, for sure you can get those back. Just write an application to them stating that you require back, as you want to now withdraw from their college and want to apply in some other one. -
Yes, you can. You need to contact the college first and after successful completion of the current course from Osmania Medical College, you can ask for the documents submitted useful for PG degrees.
