AIEEE AIR 3 lakh , IP rank= 20K, Wb JEE rank= 25K, KIIT rank= 15K can he got any avg or below avg engineering college in delhi??

looking for option join top colleges of rajasthan such as SKIT,VIT Jaipur fees is around 70 k p.a. and hostel charges around 65k....
