All those whose JEE is not cleared, can they apply for counselling on JoSAA portal?

I've got 73 percentile in JEE Mains and my rank is 318826 in CRL.

    Yes, you can apply for JEE counselling on JoSAA portal. JEE cutoff is just for advance exam selection. So, you can do choice fill up on JoSAA, and even you can get colleges if it comes under any rank range of a college. So, do choice fill up well.
