Am I eligible for 100% scholarship as I secured 2nd position in my 12th boards?

I scored 85% in 12th boards from commerce background, 8.9 CGPA in 10th, 60% in B.Com 1st year and 65% in B.Com 2nd year.

I guess, you can directly go and check on the scholarship portal page about their eligibility with your board's percentage. And, other eligibility is that they actually provide scholarship for what you are going to study. Just check all the eligibility and apply over there.
