You can easily pursue a BA degree from a local college. The gap and division should affect your admission unless you are applying for big colleges or main campuses. It would be better to pursue it from distance too if you don't want to do regular classes. But I wouldn't recommend that since you already have a 10 year gap and you may need some guidance to study.

Normally speaking, regular college may not allow you or you may not have time to go to college regularly for three years. I would therefore strongly advise you to pursue your ambition via graduation programme of IGNOU. I am attaching a link that will give you all the required information.
