Am I eligible for BITSAT 2019 if give 2018 CBSE improvement in all five subjects and secured 76.4% and more than 75% in PCM?

I gave my 12th board exams in 2017 and got 71.2%.

Yes, you are eligible for BITSAT. Minimum percentage and criteria is to score 75% marks in PCM aggregate. For more information, visit their website.

Yes, you are eligible. Your score is above 75% in the board. Improvement doesn't matter if you have given exams of all subjects.
