For details of eligibility criteria for MBA at IITD you may refer to following link: http://dms.iitd.ac.in/mba-full-admission.html . You must have minimum of 60% marks in aggregate (of all the years/semesters) or 6.75 CGPA on a 10 point scale or equivalent in the BCom degree for becoming eligible for admission in IITD MBA program.

The only eligibility for CAT is to have a graduation degree or pursuing one. So I hope you are eligible for that.
PS there is a whole document on the CAT site where eligibility criteria is elaborated in detail you can refer to that for further assurance.

As per the CAT Eligibility Criteria 2016, candidates should have passed or should be in the final year of their Bachelor’s Degree. The minimum duration of the Bachelor’s Degree or Graduation should be 3 years. For General and NC-OBC category candidates, the qualifying percentage is 50. The minimum percentage or equivalent CGPA to be obtained by the reserved category candidates is 45.
