    As per the criteria you should not be having any backlog in the final year or semester. After clearing it, you can apply.

    Well, you can sit for exam if you have a active backlog but at time of admission you have to give a certificate which is provisional. To get admission in IIT like institutes you are only eligible after clear backlogs. As long as you clear them before getting admission through JAM and criteria for minimum marks is fulfilled the backlog is not a problem then.
