Yes, you are eligible as the cutoff for OBC is 49 marks only.

No, you are not eligible to appear for the Advanced paper as you haven't scored 75%.

Yes, you are eligible for JEE Advanced but the problem will arrive when you crack the advanced and get a call letter for IITs, at that time you will have to go for reporting.
