Eligibility criteria for NEET 2017:
Earlier, CBSE had said that the number of attempts a candidate can avail at NEET is limited to three and candidates who had already exhausted their three attempts will not be eligible to appear in NEET 2017. However, as per a new notification released on February 3, 2017, CBSE has rolled back a limitation of three attempts and the examination taken in 2017 will be treated as the first attempt irespective of previous attempts

The answer for whether you are eligible or not with 54%, depends upon what category you fall in.
Now, according to the NEET 2018 eligibility criteria, following are the category wise minimum percentage required in class 12th for being eligible to take NEET 2018 exam. Check them out:
For General Category: 55%
For General (PWD): 45%
For OBC/SC/ST: 40%
For OBC/SC/ST (PWD): 40%
So, you can check out the minimum percentage according to the category from the above information.
