Yes you are eligible to apply for PUMBA but looking at your score,its difficult for you to convert PUMBA. Follow the steps and instructions given on DTE website to get the latest updates about admission procedure.

At this score there is hardly any chance to get PUMBA.
Admission to PUMBA is through CAP rounds conducted bt DTE. DTE decides the date for admission. Keep checking DTE website for the same.
