Am I eligible for pursuing MS in Germany as I have 65% in my Bachelor's degree in ECE?

You are eligible but admissions will be very competitive since universities in Germany admits profiles with scores as high as 90%. You must put extra effort on your SOP and also the LORs submitted by your professors must be exceptional. Besides, you have to show enough academicals work such as projects, research, etc.
