Am I eligible for state or other engineering entrance exams? I scored 72% in 12th (PCM) in 2015.

Yes, you can sit for state and other engineering entrance exams provided you have prepared for entrance exams in both years 2015-16 and 2016-17. You can very well sit for coming entrance exams.
