Am I eligible for TGT Hindi? Can I refer NCTE notification 23-08-2010?

I have done B.A Honors (Hindi) from Delhi university and also done Bachelor of education(Special Education) from IP University, Delhi with Hindi and social science. I have also cleared C-TET.
