Am I eligible for the exams of UPSC/CAT with a degree obtained from TNOU, without completing +2 (i.e only SSLC )?

I did my 10th in the year 2002 and passed with (79%). I did my +2 in the year 2004, appeared only for two of the subjects Tamil (134/200) and English (178/200) and was absent for Biology, Maths, Physics and Chemistry, for which I hold the certificate. Later joined Air Force. Now a serving Corporal.
