Hi,
Yes, you may surely take TOEFL test, please remember as the medium of education in US universities is english, so all the international students whose first or native language is not english have to take TOEFL test to prove their english language proficiency.

For appearing in TOEFL online examination, there are no eligibility criteria as it is an English language test.
