If i do postgraduate in history (Private) then am i eligible for appear UGC net exam

YES.But minimum percentage for NET elgiblity is 55%.

When you have completed your M.A. through a UGC approved university then you are eligible to appear for UGC NET exam. It does not matter that you have been a private candidate.
