you can apply for CAT examination In Final year or after completion of B.com... I suggest you cab fill it... but be prepare for CAT first.... best wishes

Applying it in final year is more preferable, and you can prepare for it side by side.

No, you need to complete your graduation in order to apply for CAT exam because for CAT exam's registration your graduation documents are necessary. Good luck.
