Am I eligible to apply for PhD in economics at IIT without GATE/ NET?

I have 83% in Masters with university rank.

    Only the students having a Bachelor's degree from any IIT and having a CGPA/CPI score of 8.00 (out of 10.0) and above can apply for admission to Ph.D. programmes without giving GATE/net.
