Am I eligible to become a commercial plot in India? I got less than 50% marks in maths but my PCM aggregate is more than 50%.

No, you have to obtain 55 percent marks, but there is no other problem. You can give maths again with NIOS to obtain good marks after that you can apply for CPL training course.
