Am I eligible to become a programmer (I love games and want to be a game developer)?
I didn't have maths in 12th but now I love programming.

Whatever your branch be. You love programming then make it prior. You can pursue BCA + MCA for being a game or software developer. And there are so many option waiting for you in future. Choose an option of BCA after 12th.
