    It depends on from which state and category you are you can apply to IIIT Bhubaneswar if you are from Bhubaneswar also you may get some NITs like NIT Hamirpur, Agartala, Manipur, Jalandhar, sikkim, Arunachal Pradesh, Nagaland.

Yes, you can get admission in Fine Arts at Chandigarh University even if you did not study Maths in 12th. For this course, subject choice in school does not matter much.
