    Hello Dear,
    For UPSC, you need to be a graduate from UGC recognised institutions. So, you can definitely participate in UPSC examinations.

    Hi Rajeev, UPSC Exam Details : Eligibility
    For the IAS IFS & IPS, a candidate must be a citizen of India. For the IRS and other services, a candidate must be one of the following:
    A citizen of India
    *a person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India

    Yes, B.Tech from any college is valid to appear for the UPSC exam and it is not necessary to take engineering but if that is your choice then you should prefer mechanical, civil or electrical engineering.

No, the Commission do not mention any Minimum Qualifying Marks for the General Studies Paper 1. But there is a criteria of Minimum 33 % for the General Studies Paper 2 (Aptitude) paper.

The IAS Prelims exam is conducted offline in the pen and paper mode. There is no sectional cutoff in the IAS prelims exam because the number of questions from a section is not fixed and they vary year to year.
