Am I eligible to pursue Bachelors in IT abroad? If yes, how do I go about it?

I did 12th in 2009, since then tried pursing Bachelors multiple times but failed. I have a relevant working experience of 4 years (excluding the companies I hopped after 6 months). I have a gap of 8 years after 12th (science).
