Am I eligible to pursue BE in aeronautical engineering from Madras Institute of Technology?

Invariably all states have restricted admissions to engineering colleges in their states to domiciles of that state. You are from Odisha and hence I don't think that you are eligible.
But, can I ask a query? There are many colleges in Odisha and almost 35% seats were unfilled last year. What is the hesitation in seeking admission?
