Hi Yogita,
Yes, ofcourse you can. You must make sure not to repeat past mistakes, see why you have been rejected in the past and work on those factors.

I didn't get my second refusal letter and also don't know what documents my agent add while giving it to the embassy, is it possible to get it all?
