Am i eligible to Study MS from Abroad?

I have completed Bsc in Comp Science ,now doing MCA from IGNOU . Am i eligible to do MS in Abroad once I complete my MCA from IGNOU? I mean is IGNOU valid in Abroad? as MS in Abroad requires Post Graduate
