Am I eligible to take admission in a Canadian college for PG course?
I've got 6 bands in IELTS & have got 11 backlogs in B.Tech mechanical engineering.

You can apply to colleges like Humber, Seneca, etc. for PGD and graduate certificate courses. Candidates with so many backlogs are not accepted easily for Master's courses by the universities. Also, for PG level course an IELTS of more than 6 is required. You have to check the college
