UPSC is not an exam but a body which conducts exams for various designations like IAS, IPS, IFS, ES etc. It would not be possible for any one to give away the exact rank brackets based on which you wil be assessed with the service you will be shortlisted, however, IAS is the premier most among all the designations covered under UPSC and hence you need to score as high as possible so to be enabled for the IAS shortlisting.
Both IAS and IPS are the creme layers and are positioned at both the central and state government levels.

If you are selected at IAS your highest job will be of a deputy collector
except this the other job includes
Manager of Ordanance Factories, municipal commissioner, CEO of Zilla Parishad
Grade A and grade B officer under central Government establishment
Under IPS the highest starting job is Deputy Commissioner/ Deputy Superitendent of Police in the state Government or in the CBI
all these are at entry level. With career progress you can be a principal secretary in the central and state government ministry (At the highest level) and DGP (Director General of Police) of a particular state (A the highest level)
