No, you have to secure a rank under 40000 to get admission in a government college.

With this rank, you can apply for all the streams in Jalpaiguri Government Engineering College. You might get into any of them. Well, if you want a government college badly, then apply for Purulia Government Engineering College or Coochbehar Government Engineering College; you'll get into them easily with your rank. Later during decentralized counselling, you can try your luck to get Jalpaiguri Government Engineering College or Kalyani Government Engineering College.
