Can I get a seat in NIT, Hamirpur college if I have got 52891 ranking in JEE Mains and I belong to OBC nil category?

The chances are very low that you'll get an admission. Even if you do have a home state quota you won't be able to get admission into the regular programs. I would suggest you look into the integrated dual degree programs of CSE and ECE as the cut off for those go very high (for home state).it might be hard to get into CSE in NIT Hamirpur.
