Yes, it is mandatory. Not only for IITs but for every government institute/university/college like NITs, DTU, NSIT, HBTI, JMI, etc. -

It depends on your score, if you get above 100 score in JEE Mains and percentile below 75, you will get admission in NITs, but you can't attend JEE advance, because it needs above 75% in class 12th. Or your category basis. -

Your 12th score is not required for NITs and IITs but at least you have to pass. Those NITs and IITs require only your cut-off score in JEE Mains and Advanced. -
If your percentage is in top 20 percentiles then only you are eligible for the counseling of NIT's and IIT's. Usually, it is seen to be above 78-79% but do check accordingly with your session results. -
