As per the B.Com Prospectus-2019 the eligibility criteria as under.
Eligibility :- A Candidate must have passed/appeared in the Higher Secondary School Certificate (H.S.S.C.)
Examination (12th Standard) in GENERAL Stream of Gujarat Secondary Education Board (GSEB)
Gandhinagar, or Central Board of Secondary Education (CBSE) or its equivalent examinations of
any other Examining Body recognized equivalent thereto with minimum 50% aggregate marks
(excluding marks obtained in practical subjects), and with ENGLISH as Compulsory subject.

The GUJCET admit card has candidates name, roll number, date of birth, scanned photograph and signature, exam name, exam date, exam day guidelines etc.
No, there is no such fee waiver and all candidates will have to pay the GUJCET application fee. The application fee is INR 350 and it is same for everyone.
