The better rank, the better chances. Don't aim specifically just to qualify, because every year the conditions are different and the result may vary. I would suggest staying between 8 or 10 thousand. That is not very easy on its own. But, if you will try hard then sure you will be able to get a desirable college.

It's not the case every time as it depends upon that particular year's cut-off and the number of seats vacant after the counselling rounds.
But it's true that if you have a rank under 10k there's a high probability of getting CSE within the first four rounds.
This rank case also depends upon the category like Gen/OBC/SC/ST and the quota of 'home state' and 'other state'.
