I am pwd student's with 40 percent disability and I have scored 60 percent in class 12th and 54 percent in jee mains can i get admission??

Hello dear,
I suggest you apply for LPU, you will get some scholarship on basis of disability as per policy, but you will need to visit https://www.lpu.in/scholarship/scholarship-for-person-with-certain-disability.php for full details.
You may need to qualify LPUNEST though.
