I got 65.46 percentile(584) in February 2019 MAT exam, so do I have a chance for applying to PGDM finance in IES?

You have a decent score. Besides your scores in the entrance exam, IES considers various other factors such as your performance in GD, PI, academic scores etc. If you perform well you have pretty much chances of getting admission.

Yes you are eligible to apply IES for PGDM programme. IES considers composite score across various parameters, aptitude score is one of the parameter.
